I have a nomination for next year: The entire Third Circuit. The just issued a denial for en banc rehearing on an appeal where the original denial was based upon an order denying a certificate of appealability in a non-habeas corpus appeal.

Great idea.

I realize it was a while ago, but perhaps you can issue a special group award for the prosecutors in the Jeanine Nicarico case? Every time the defense forced the prosecution to change their theory of the case, prosecutors found a new jailhouse snitch willing to testify that Cruz or Hernandez had confessed to the new scenario. Prosecutors didn't even drop the case when a proven serial killer confessed to the crime.
