Although I agree with Bennett that Alberto Gonzales is about the worst prosecutor around, doesn't his Texas-heavy list indicate a Texas provincialism?

South Carolina 2nd Judicial Circuit Solicitor Barbara Morgan attempts to influence a SLED investigation and encourages them not to file arrest warrants against her buddy former Aiken County EMS Director Phil Clarke. Her letter dated November 2, 2007 states, "... it is clear that money is missing and who may be responsible for the missing money but it is also clear that there is insufficient evidence to successfully pursue charges against either suspect." Phil and his wife racked up more than $1,000 in personal long distance charges while on vacation.$9,569.41 was identified as being mishandled. It is unclear why Solicitor Barbara Morgan interferred with SLED's decision to file arrest warrants since due to a conflict of interest any charges against the former EMS director would be prosecuted by another South Carolina circuit solicitor. Her improper attempts to steer SLED away from filing arrest warrants in this case further exposes her to possible misconduct in office charges when considering the conflict of interest issue. A solicitor's role is to determine whether or not to prosecute a case after an arrest warrant has been filed by a law enforcement agency and approved by a municipal judge or magistrate. It is inappropriate for a solicitor to attempt to influence issuance of a lawful arrest warrant based on probable cause by a SC law enforcement agency.
